Why this matters

Texas requires each school district to maintain an average ratio of at least one teacher per 20 students, using the district’s average daily attendance count for students. State law also says a school district may not enroll more than 22 students per teacher in Pre-K to 4th grade. But districts can seek exemptions. Texas public schools have been hampered by a longstanding teacher shortage crisis in the state, a challenge that worsened during the pandemic. School leaders have relied on uncertified teachers to fill shortages, hiring job candidates who had little or no teacher training or experience in the classroom.
